Charles Blackmon

Charles Blackmon

Service: Reappointed by the Board of Governors to serve a second four-year term from July 1, 2015 to June 30, 2019. Charles is the Chair of the Athletics Committee and serves on the Business Affairs and Grievance Committees.

Frances Bullock

Frances Bullock

Service: Reappointed by Senator Pro Tempore Phil Berger in 2017 to a four-year term expiring on June 30, 2021. Frances serves on the Athletics Committee, the Grievance Committee, and the University Advancement Committee.
Education: B.A., Sociology, University of North Carolina at Chapel Hill
Bio: Ms. Bullock grew up in Raleigh, North Carolina. She is married to a retired federal judge, Frank, who served in the Middle District of North Carolina. They have a son who graduated from the University of North Carolina at Chapel Hill Law School in 2012.
Civic affiliations and Community Service: Chair, Public Art for Greensboro; Hospice Foundation Board, Greenhill Center for North Carolina Art, Women to Women of the Community Foundation, and the Alight Foundation, which assists newly diagnosed breast cancer patients undergoing treatment at Cone Health.


Vanessa Carroll

Vanessa Carroll

Service: Reappointed by Speaker Tim Moore in 2017 to a four-year term expiring on June 30, 2021. Vanessa serves on the Athletics, Grievance, and University Advancement Committees.
Education: B.A., Psychology, University of North Carolina at Greensboro; M.S.W., University of North Carolina at Chapel Hill; D.H.L., Greensboro College
Bio: Ms. Carroll’s early career was in mental health administration as director of a residential program for violent and assaultive adolescents. She has taught at the college level and has raised three daughters. She is active as a community volunteer in a wide spectrum of organizations and works on special projects for The Carroll Companies.

Mona Edwards

Mona Edwards

Service: Appointed by the Board of Governors in 2015 to a four-year term expiring on June 30, 2019. Mona is Secretary of the Board, chairs the Grievance Committee and is a member of the Business Affairs and Compliance, Audit, Risk Management, and Legal Committees.
Education: J.D., Washington and Lee University, B.A., University of Virginia 
Employment: Mona is the founder and owner of LIFT Coaching and Consulting, an executive and career coaching and organizational consulting firm. Mona is also an Adjunct Feedback and Executive Coach at the Center for Creative Leadership. Previously she served as Chief Operating Officer for the Community Foundation of Greater Greensboro, as Vice President and Chief of Staff at the Center for Creative Leadership and as Deputy City Manager for the City of Greensboro.

Mr. Brad Hayes

Brad Hayes

Service: Reappointed by the Board of Governors in 2015 to a four-year term expiring on June 30, 2019. Brad is Chair of the Board and serves on the Compliance, Audit, Risk Management, and Legal Committee, as well as the Business Affairs, Executive, Grievance, and Nominating Committees.
Employment: After working at KPMG for nine years, Brad joined LabCorp, Burlington, NC in 1996 and served as the company's CFO from 2005 until his retirement in 2014.
Education: B.S. Accounting, The University of North Carolina at Greensboro
Civic Affiliations and Community Service: Brad serves on the Canterbury School Board of Trustees and Finance Committee, the Alamance Regional Medical Center Community Board and the JDRF Piedmont Triad Chapter Board. Brad and his wife Kim are both alumni of UNCG and are loyal Spartan supporters.

Randall Kaplan

Kathy Manning

Service: Appointed by the Board of Governors in 2017 to a four-year term expiring on June 30, 2021. Kathy serves on the Academic Affairs and University Advancement Committees.

Bio: Among many awards, Kathy is the 2017 Recipient of the North Carolina Bar Association’s Citizen Lawyer Award, the 2015 Recipient of the O. Henry Award presented by ArtsGreensboro and the Greensboro Partnership, and 2014 Recipient of the Charles Duncan McIver Award from the University of North Carolina at Greensboro. Kathy lives in Greensboro, NC with her husband, Randall R. Kaplan and has three adult children who reside in New York, New York.

Betsy Oakley

Betsy S. Oakley

Service: Appointed by the Governor in 2015 to a four-year term expiring on June 30, 2019. Betsy serves as Chair of the University Advancement Committee and as a member of the Academic Affairs and Nominating Committees.

Bio: Ms. Oakley has served on the Board of Directors of the School of Human Environmental Sciences Foundation, as a member of the UNCG Legislative Network, and as chair of the UNCG Friends of the Library. Her community and civic affiliations include the American Red Cross Regional Board, the North Carolina Aquarium Society Board, and the Board of Advisors for Duke Cancer Institute.

Elizabeth Phillips

Elizabeth C. Phillips

Service: Appointed by the Governor in 2015 to a four-year term expiring on June 30, 2019. Elizabeth serves on the Academic Affairs, Business Affairs, Executive, and University Advancement Committees.

Education: B.A. Corporate Communications and Public Affairs from Southern Methodist University (SMU)
Bio: Elizabeth was a recipient of the Triad Business Journal's Women in Business Award in 2015. Ms. Phillips is involved in a variety of organizations, locally, nationally and abroad. 
Civic Affiliations and Community Service: Action Greensboro, Operating Group member; Salvation Army of Greensboro Advisory Board; Generation GPAC, Founder and Co-Chair; Akola Project, Founding Designer; Echelon, Founding President; The ImPact, Cofounder; Dallas Women’s Foundation, board member.

Dean Priddy

William A. (Dean) Priddy, Jr.

Service:Reappointed by the Board of Governors in 2017 to serve a four-year term expiring on June 30, 2021. Dean serves as Chair of the Academic Affairs Committee and as a member of the Executive and Compliance, Audit, Risk Management, and Legal Committees.
Employment: Retired (2015) Executive VP of Administration, Qorvo, Inc.
Education: B.S. and M.B.A., The University of North Carolina at Greensboro
Bio: Dean began his career with Analog Devices in 1986 and held progressively responsible positions in finance and marketing. He joined RFMD, a leading supplier of solutions for the wireless industry in 1991 as Controller, and became CFO and Corporate Vice President of Administration in 1997. He held that position until the formation of Qorvo, a merger of equals between RFMD and TriQuint Semiconductor in December 2014, and subsequently held the position of Executive Vice President of Administration and Value Creation at Qorvo until his retirement in March, 2015.
Civic affiliations and Community Service: UNCG Bryan Business School Advisory Board, Board of Partners Ending Homelessness, and the Bryan School’s Chapter of Beta Gamma Sigma. Dean is a past recipient of the Bryan School’s Distinguished Alumni Award and was Triad Business Journal’s Change Agent of the Year for 2010.

Ward Russell

Ward Russell

Service: Reappointed by the Board of Governors in 2017 to a four-year term expiring on June 30, 2021. Ward serves as Vice Chair to the Board and as Chair of the Compliance, Audit, Risk Management, and Legal Committee. He also serves on the Business Affairs and Executive Committees. 
Education: B.A., Economics, University of North Carolina at Chapel Hill; M.B.A., Finance, Georgia State University
Bio: Mr. Russell is formerly the President and Chief Operating Officer of Banyan Consulting Group, Inc., an employee benefits company operating in North Carolina. He was a partner in the Greensboro office of the Todd Organization, Inc., an executive benefits company, and served as President of Todd Consulting, until its acquisition in 2007. Mr. Russell and his wife Beth live in Asheboro, North Carolina. They have three children.

Susan M. Safran

Susan M. Safran

Service: Reappointed by the Board of Governors in 2015 to a four-year term expiring on June 30, 2019. Susan serves as Chair of the Nominating Committee and is a member of the Athletics and Compliance, Audit, Risk Management, and Legal Committees.
Employment: Founder and former owner of CPR Consultants, Inc. an American Heart Association Authorized Training Center
Education: B.S. in Nursing from The University of North Carolina at Greensboro, M.S. in Nursing from Duke University
Civic Affiliations and Community Service: NC Emergency Medical Services Advisory Council, NC Office of Emergency Management Services; American Heart Association Advisory Council, UNCG School of Nursing Students First Campaign, NC American Heart Association Advisory Committee (former Chair), 2006 Recipient of the American Heart Association’s NC Advocate of the Year Award; 2002 Recipient of Triad Business Journal’s Women in Business Award.

David Sprinkle

David Sprinkle

Service: Reappointed by the Board of Governors in 2017 to a four-year term expiring on June 30, 2021. David serves as Chair of the Business Affairs Committee and as a member of the Nominating and University Advancement Committees.
Employment: Northwestern Mutual Life Insurance Company from 1970 to 2006, and with the Todd Organization Inc., an executive benefits planning company, from 1981 to 2006.
Education: B.A. Davidson College, M.B.A. in marketing from UNC Chapel Hill, M.S. in financial services from The American College
Civic Affiliations and Community Service: Board of Trustees of Davidson College; National Advisory Board of the Comprehensive Cancer Center at Wake Forest University Baptist Medical Center - Chair, 2008-2012.
Bio: David served with the U.S. Army from 1969-1970, receiving a bronze star for his service as a first lieutenant in Vietnam.


Holly Shields

Holly Shields

Service: Appointed to the Board of Trustees in 2017 to a one year term as Student Government Association President.
Bio: Holly Shields is from Kernersville, NC where she attended East Forsyth High School. In her role as the Student Body President of the University of North Carolina at Greensboro, Holly works students to resolve issues and acts as liaison to administration, faculty, and staff. Previously, Holly served as the Student Government Association Chief of Staff, Association of Student Government Liaison, and as a Resident Adviser. Holly is studying Communications and Business Administration and is a member of Chi Omega Fraternity, and former member of the Women's Club Soccer team.
